City of Victoria launches online tribute honoring Brother Gary Moses’ life and legacy

The City of Victoria has launched a permanent online tribute celebrating the life and legacy of Brother Gary Moses, recognizing the longtime community leader whose decades of service left a lasting impact on Victoria.

The tribute, available at www.victoriatx.gov/brothergary, features a memorial video, a special excerpt from Brother Gary’s appearance on the City’s Town Talk podcast, a written tribute highlighting his life of service, and information about the Gary Moses Community Center, which continues his mission of bringing people together and serving future generations.

Known throughout Victoria for greeting others with his signature “Hey, Brother!” or “Hey, Sister!”, Moses devoted his life to serving the community as a teacher, mentor, advocate and bridge-builder. His work focused on empowering young people, strengthening neighborhoods and encouraging others to lead through service.

City officials said his legacy extends far beyond the countless events he attended or the relationships he built, living on instead through the thousands of lives he influenced and the stronger, more connected community he helped create.

“Brother Gary Moses represented the very best of Victoria,” Mayor Duane Crocker said. “He led with humility, loved without condition and devoted his life to making our community a better place for everyone. His kindness, wisdom, and unwavering commitment to serving others have left an immeasurable mark on Victoria. His legacy will continue to inspire generations to come.”

The City also extended its condolences to Moses’ family, friends and all those whose lives were touched by his compassion and encouragement, while celebrating a life defined by love, courage and service.

His legacy is also reflected in the Gary Moses Community Center, formerly the Victoria Community Center, which was renamed in his honor as part of the Victoria Community Center Renovation and Expansion Project. Construction on the renovated facility is expected to begin later this year, creating a space that city leaders say will continue Moses’ vision of fostering belonging, opportunity and community connections.

The online tribute also includes a special clip from Moses’ New Year’s Eve 2025 appearance on the City’s Town Talk podcast, where he reflected on the values that mattered most to him, as well as photos highlighting key moments from recent years, including when he received a Key to the City during Victoria’s 2024 Bicentennial celebration.

City officials encourage residents to visit the tribute webpage to watch the memorial video, hear Brother Gary’s own words from his podcast interview and learn more about the community center that bears his name.

The City concluded its tribute with a message of gratitude, thanking Brother Gary for a lifetime of service and noting that his influence will continue to shape Victoria for generations to come.
