The City of Victoria is celebrating the achievements of six Public Works employees who have earned professional occupational licenses from the Texas Commission on Environmental Quality (TCEQ), marking an important milestone in their careers and reinforcing the city’s commitment to providing safe, reliable drinking water.
The newly certified employees work in both the Surface Water Treatment Plant and the City’s water distribution system, where they help ensure Victoria’s water infrastructure operates efficiently and meets state standards.
New Class D Water Operator Licenses
Three Public Works employees earned their Class D Water Operator Licenses, which certify they have the training and experience required to perform process control duties in the production and distribution of drinking water.
The employees receiving this certification are:
- David Burroughs, Surface Water Treatment Plant Operator Trainee
- Kaitlynn Lee, Surface Water Treatment Plant Operator Trainee
- Luis Hernandez, Surface Water Treatment Plant Electrician
This certification is an important first step for professionals working in municipal water treatment and distribution.
Advancing Water Treatment Expertise
Surface Water Treatment Plant Operator Patricia Garcia earned her Class C Surface Water Treatment Operator License, recognizing her advanced knowledge and experience in the treatment of surface water.
The Class C license allows operators to take on greater responsibilities within water treatment facilities and reflects continued professional development in the field.
Strengthening Victoria’s Water Distribution System
Two utility equipment operators also earned new certifications in water distribution.
Mark Gaytan and Mario Villafuerte III received their Class C Water Distribution Operator Licenses, certifying their qualifications to operate and maintain water distribution systems that deliver drinking water safely to homes and businesses throughout Victoria.
These licenses recognize the technical skills needed to manage the city’s distribution network while maintaining compliance with state regulations.

The City of Victoria said the certifications highlight the dedication of its Public Works team to ongoing training and professional growth. By earning TCEQ licenses, these employees help strengthen the City’s ability to provide high-quality water services and maintain a safe, dependable water system for the Victoria community.
